A proven track record of workforce training and jobs placement in her district.
Unemployment in the 46th AD is approximately 9% although the unemployment rate fluctuates
depending on age, workforce skills, and education. Since 2008 Healey has been employed at
various community colleges in workforce and economic development departments, including
Pierce College, where her primary function was to establish and implement Workforce
Development and Job Placement programs. The following are recent examples:

March 2011 – Healey’s department at Pierce College received a statewide award given
by the California Community College Association of Occupational Education for 100%
placement of dislocated workers re-trained in automotive hybrid technology into full
time employment at regional automotive dealerships.

September 2010 – June 2011 – Healey was responsible for coordinating the largest
workforce training and job placement program in America, in state certified clean
energy workforce training and placement programs for workers in the construction
industry. The program reported the highest job placement in the State of California by
placing 50% of the program participants in full time employment in “green jobs” as
State Certified Green Building Professionals including: water resource specialists,
renewable energy installers, building performance analysts, building controls system
specialists, residential building performance auditors’, Building Informational
Designers, and Sustainable Landscape Designers.

July 1 – current – Healey created a vocational training program at Kedren Community
Health Center in sustainable landscape design to serve mentally ill patients who are
capable of participating in the clinic’s wellness center. The program has proven to be so
successful that Healey will be implementing a second training session in September
2011 with plans to offer certificate driven water efficiency, and drafting programs for the
more advanced participants. Healey is working with Kedren to initiate a job placement
program whereby Kedren will hire graduating participants as professional
groundskeepers in the more than 39 Head Start facilities that Kedren operates
throughout Los Angeles.

July 1 – current – Healey is currently spearheading a pilot program for Alternative
Sentencing at the invitation of the Los Angeles City Attorney’s office for first time
offenders that will offer workforce training in renewable energy technologies with
subsequent job placement in lieu of incarceration. This model is the first of its kind and
offers a unique approach to reduce prison overpopulation due in large part to the
current 70% recidivism rate.
